DIVISIONS & COMMITTEES

Driving Excellence

At the heart of the Associated General Contractors of Texas are our dynamic divisions, committees and task forces, each dedicated to fostering collaboration, innovation, and excellence within specific sectors of the heavy highway construction industry.

Our divisions serve as specialized hubs for professionals in various construction sectors, including highway, heavy industrial, municipal utilities, and associate members. Through targeted programming, networking opportunities, and industry-specific resources, our divisions empower members to stay ahead of trends, address challenges, and capitalize on opportunities in their respective fields.

Complementing our divisions are our committees and task forces, which focus on key areas such as safety, workforce development, legislative advocacy, and diversity and inclusion. These committees bring together experts and thought leaders to drive impactful initiatives, develop best practices, and advocate for policies that benefit the entire industry.

Committees

AGC/Corp. of Engineers
Chair: Mr. Kevin Graf, Sundt Construction, Inc. 
Staff: Steven Albright & Melanie Nickolyn
The committee meets with the Southwest Division as well as the five districts responsible for both construction oversight and the issuance of construction permits in Texas. During meetings, participants will exchange ideas on topics of mutual interest, including technical specifications, payment methods, quality control, and related issues. The Corps of Engineers also have the opportunity to present its future work program to the chapter. The committee convenes as needed.

AGC/DPS Liaison*
Chair: Mr. Johnny Weisman, Hunter Industries, Ltd. 
Staff: Lee Taylor & Suzanne Cavazos
The committee’s responsibilities include emphasizing to the membership the importance of participating in programs developed through joint meetings with the Department of Public Safety (DPS). Committee members work closely with city, state, and federal law enforcement agencies to raise awareness of issues such as excessive speed in work zones, as well as theft and vandalism at job sites. The committee meets annually.

AGC/TxDOT Aviation*
Chair: Mr. Mike Brown, Texas Materials Group, Inc. 
Staff: Michael Lee & Mel Simons Connelly
The committee meets with the TxDOT Aviation Division Director and staff to discuss and resolve issues of mutual interest to TxDOT, the Federal Aviation Administration (FAA), and AGC. The committee convenes as needed.

AGC/TxDOT Joint
Chair: Mr. Seth Schulgen, Williams Brothers Construction Co., Inc.
Staff: Thomas Bohuslav & Morgan Wray
The committee meets with TxDOT Administration, District Engineers, Division Directors, and staff to discuss and resolve issues of mutual interest. The committee meets quarterly.

Alternative Delivery
Chair: Mr. Ben Dees, Fluor Heavy Civil, LLC
Staff: Thomas Bohuslav & Morgan Wray
The committee serves as a liaison with Regional Mobility Authorities (RMAs) across the state and reviews rules and regulations related to comprehensive development agreements. The committee meets with RMAs, TxDOT, and other entities authorized to use alternative delivery methods, including design-build and other non-traditional approaches. The committee convenes as needed.

Asphalt Paving
Chair: Mr. Jimmy Whited, Big Creek Construction, Ltd. 
Staff: Michael Lee & Mel Simons Connelly
The committee addresses asphalt-related issues involving specifications, construction methods, materials, and payment practices, and identifies opportunities to improve asphalt paving operations. The committee also coordinates with other committees and the board of directors on environmental matters related to asphalt paving. The committee convenes as needed.

Central Texas Future Leadership Council*
Chair: Mr. Josh Shelton, Roadway Specialties, Inc. 
Staff: Tracey Mittnacht
The mission of the Future Leadership Council is to provide meaningful opportunities for active involvement by the association’s emerging leaders within the Central Texas membership. The council supports community engagement efforts, advocates for and promotes Texas’ highway, heavy, utility, and industrial construction industry, and educates and encourages future generations of members to become active participants and leaders within the industry. The council meets quarterly.

Concrete Paving*
Chair: Mr. Seth Schulgen, Williams Brothers Construction Co., Inc. 
Staff: Doug Eichorst & Melanie Nickolyn
The committee discusses and seeks to resolve issues related to concrete paving specifications and jobsite challenges, while ensuring that specifications remain current with modern technology and industry best practices. The committee convenes as needed.

DBE/HUB/SBE*
Chair: Mr. Jeff Gibson, Gibson & Associates, Inc. 
Staff: Michael Lee & Tracey Mittnacht
The committee develops and promotes effective, equitable practices for Disadvantaged Business Enterprise (DBE), Historically Underutilized Business (HUB), and Small Business Enterprise (SBE) programs. The committee meets quarterly.

Design-Build Programmatic
Chair: Mr. Ben Dees, Fluor Heavy Civil, LLC

​The committee is responsible for guiding the strategic development, implementation, and evaluation of design-build processes and practices. It collaborates with stakeholders to establish guidelines, ensure compliance with industry standards, and promote innovation in project delivery. The committee also monitors performance metrics to ensure projects meet quality, budget, and schedule objectives. The committee convenes as needed.

DFW Area Industry Training*
Chair: Mr. Brian Lee, Jagoe-Public Company
Staff: Connor VanSteenberg & Diana Alcantara
The committee is responsible for developing and implementing educational programs and training for industry members and prospective members in the Dallas and Fort Worth areas. It assists companies in accessing training opportunities that enhance knowledge of the highway construction industry and advance the skills needed to remain competitive. The committee convenes as needed.

DFW Future Leadership Council*
Chair: Mr. Ben Teconchuk, Jagoe-Public Company
Staff: Connor VanSteenberg & Diana Alcantara
The mission of the Future Leadership Council is to provide opportunities for active involvement by the association’s emerging leaders within the DFW membership. The council engages in community support efforts, advocates for and promotes Texas’ highway, heavy, utility, and industrial construction industry, and educates and encourages future generations of chapter members to become active participants and leaders within the industry. The council meets quarterly.

Environmental*
Chair: Mr. Kal Kincaid, Texas Materials Group, Inc.
Staff: Steven Albright & Melanie Nickolyn
The committee monitors and reviews all environmental issues, including relevant state and federal rules, regulations, and laws. The committee also works to establish and maintain effective working relationships with the Commissioners and staff of the Texas Commission on Environmental Quality. Environmental issues include, but are not limited to, matters affecting air, water, waste, and erosion control. The committee convenes as needed.

Highway Funding
Chair: Mr. Johnny Weisman, Hunter Industries, Ltd. 
Staff: Steven Albright & Tracey Mittnacht
The committee monitors state and federal legislation affecting highway funding, advocates for legislation that increases both state and federal highway resources, and serves as an oversight body for expenditures from the Infrastructure Education Fund. The committee convenes as needed.

Highway Specifications
Chair: Mr. Mark Miller, Big Creek Construction, Ltd. 
Staff: Thomas Bohuslav & Morgan Wray
The committee reviews and provides recommendations to TxDOT on proposed new specifications and changes to existing specifications prior to their implementation. The committee meets on an as-needed basis to evaluate these proposals, solicit input from relevant standing committees based on their areas of expertise, and serve as a central coordinating body to monitor AGC’s responses to TxDOT regarding proposed specifications and changes.

Houston Future Leadership Council*
Chair: Mr. Mike Metz, MC2 Civil, LLC
Staff: Tracey Mittnacht & Connor VanSteenberg
The mission of the Future Leadership Council is to provide meaningful opportunities for the active involvement of the association’s emerging leaders within the Houston membership. The council supports community engagement, advocates for and promotes Texas’ highway, heavy, utility, and industrial construction industry, and educates and encourages future generations of chapter members to become active participants and leaders within the industry. The council meets quarterly.

Legislative Drafting and Review*
Chair: Ms. Tracy Schieffer, A.L. Helmcamp, Inc.
Staff: Steven Albright & Tracey Mittnacht
The committee is responsible for drafting and reviewing legislation. The committee meets at the discretion of the chair during the legislative session and provides members with a report on the legislative program throughout the session.

Maintenance
Chair: Mr. Brad Starns, A.L. Helmcamp, Inc. 
Staff: Michael Lee & Mel Simons Connelly
The committee meets with TxDOT’s Maintenance Division to discuss matters of mutual interest to TxDOT and contractors performing maintenance work for the Department. The committee convenes as needed.

Membership Development and Retention*
Chair: Mr. Gary Corley, Kirby-Smith Machinery, Inc.
Staff: Lee Taylor & Sarah Silberstein
The committee provides guidance and sets goals to ensure the maintained growth of the chapter’s membership, while monitoring membership development activities to ensure alignment with committee objectives. The committee evaluates promotional methods and materials and informs members about the services provided by AGC. The committee reports on the chapter’s overall progress and meets monthly to address these matters.

Pavement Marking*
Chair: Mr. Charles Brown, Jr., Interstate Barricades and Markings

The committee addresses the needs and concerns of pavement marking contractors, including the review of specifications, regulations, and materials used to ensure safety for both workers and the traveling public. The committee convenes as needed.

Public Affairs*
Chair: Mr. Jeff Gibson, Gibson & Associates, Inc.

The committee is responsible for reviewing and sharing legislative and political information with the membership. The committee organizes events as needed to maintain a comprehensive advocacy program for the chapter. During the legislative session, public affairs updates are distributed via email, with additional notifications sent as necessary to keep members informed of relevant legislative and political activities.

Safety and Health*
Chair: Mr. Damian Alvarez, Jordan Foster Construction, LLC
Staff: Connor VanSteenberg & Sarah Silberstein
The committee is dedicated to ensuring the well-being and protection of workers in the heavy highway construction industry. Its primary mission is to foster a culture of safety, minimize workplace hazards, and mitigate risks. By promoting open communication and collaboration, the committee facilitates the exchange of best practices and serves as a proactive force in safeguarding workers while driving continual improvement in safety practices across all facets of construction and highway infrastructure. The committee meets bi-monthly.

Scholarship*
Chair: Mr. Casey Johnson, Longview Bridge & Road, Ltd. 
Staff: Tracey Mittnacht & Morgan Wray
The committee is responsible for overseeing and administering the chapter’s scholarship program and fund. This includes reviewing all applications and selecting recipients each year. The committee convenes as needed.

Seal Coat*
Chair: Mr. Chad Clark, Clark Construction of Texas, Inc. 
Staff: Michael Lee & Mel Simons Connelly
The committee meets with TxDOT to discuss seal coat matters related to the maintenance and construction of highways. The committee convenes as needed.

Signing and Illumination*
Chair: Mr. Robert Bacon, Mica Corporation
Staff: Doug Eichorst & Melanie Nickolyn
The committee is composed of specialty contractors and meets with representatives from TxDOT’s Design and Materials and Test Division. These meetings provide contractors with an opportunity to offer suggestions to the Division. The committee convenes annually.

Strategic Planning
Chair: Mr. Bob Lanham, Williams Brothers Construction Company, Inc.
Staff: Jennifer Woodard & Tracey Mittnacht
The committee is dedicated to shaping the future of the state’s heavy highway construction industry. Comprised of visionary leaders and industry experts, the committee develops forward-looking initiatives, identifies emerging trends, and creates innovative strategies to ensure the continued growth and success of both its members and the industry as a whole. The committee convenes as needed. 

Structures*
Chair: Mr. Greg Garrison, Harper Brothers Construction, LLC

The committee closely reviews industry practices related to the design, construction methods, and payment for structures. For purposes of this committee, "structures" include pipe culverts, box culverts, headwalls, retaining walls, rip-rap, bridges, piling, docks, and similar projects. The committee convenes as needed.

Traffic Control*
Chair: Mr. Randy Lloyd, Contractors Service, Ltd.
Staff: Doug Eichorst & Melanie Nickolyn
The committee addresses the needs and concerns of traffic control contractors, including reviewing specifications, regulations, and materials used to ensure the safety of workers and the traveling public. The committee convenes as needed.

Workforce Development*

The committee is charged with developing and identifying workforce development programs to address the evolving needs of the construction industry. The committee evaluates current and emerging workforce trends, explores training and educational opportunities, and recommends initiatives to attract, train, and retain skilled workers. The committee meets quarterly.

Task Forces

AASHTOWare 
Chair: Mr. Harry Levy, IV, The Levy Company, Inc. 
Staff: Thomas Bohuslav & Morgan Wray
This joint task force provides input to TxDOT as it transitions from the LCPTracker electronic payroll system to AASHTOWare CRL, offering guidance to ensure a smooth implementation, address potential challenges, and support accurate payroll reporting and compliance across the industry.

AGC/City of Austin
Chair: Mr. Scott Budd, Capital Excavation Company

The committee reviews the City of Austin program and addresses related procurement and contract requirements. The task force convenes as needed.

AGC/CTRMA
Chair: Mr. Scott Budd, Capital Excavation Company

The committee reviews the CTRMA program and addresses related procurement and contract requirements. The task force convenes as needed.

AGC/DFW Airport
Chair: Mr. Bill Heathcott, Austin Bridge & Road

The committee reviews the DFW Airport program and addresses associated procurement and contract requirements. The task force convenes as needed.

AGC/Travis County
Chair: Mr. Scott Budd, Capital Excavation Company
Staff: Thomas Bohuslav & Suzanne Cavazos
The committee reviews and discusses the Travis County program, including its procurement processes, contract requirements, and compliance standards. This includes understanding how Travis County solicits bids, evaluates proposals, and administers contracts in accordance with local policies as well as relevant state and federal requirements. The task force convenes as needed.

AGC/TxDOT 3D*
Chair: Mr. Randall Moore, Anderson Columbia Co., Inc.
Staff: Thomas Bohuslav & Morgan Wray
This task force supports the implementation of 3D technology in project planning and construction. The task force provides guidance, identifies best practices, and helps ensure effective adoption of 3D processes across projects. The task force convenes as needed.

AGC/TxDOT Railroad
Chair: Mr. Randy Rogers, Williams Brothers Construction Co.
Staff: Thomas Bohuslav & Morgan Wray
This task force was established to identify and develop contract reference documents required before bidding. Its purpose is to highlight specific construction-phase railroad requirements to prospective bidders, enabling accurate pricing and informed bids prior to contract submission. The task force convenes as needed.

Build America, Buy America*
Chair: Mr. Seth Schulgen, Williams Brothers Construction Company, Inc. 
Staff: Thomas Bohuslav, Doug Eichorst & Morgan Wray
The task force reviews requirements for construction materials and manufactured products under the Build America, Buy America program. It also works to identify manufactured products that lack domestic sources and may therefore require waivers. The task force convenes as needed.

DHS Project Site Visits
Chair: Mr. Mark Gacke, Hunter Industries, Ltd. 
Staff: Valente Olivarez & Suzanne Cavazos

The task force develops best practices for third parties visiting construction job sites. The task force focuses on safety, access, and procedural guidelines to ensure visits are conducted efficiently and securely while minimizing disruption to ongoing work. The task force convenes as needed.

Electronic Bidding System
Chair: Mr. Johnny Weisman, Hunter Industries, Ltd.
Staff: Thomas Bohuslav & Morgan Wray
This task force collaborates with TxDOT to review and address proposed changes in the upcoming iCX system update, providing guidance and feedback to ensure a smooth implementation and effective use across projects. This task force convenes as needed.

Law Enforcement in Work Zones*
Chair: Mr. Mike Brown, Texas Materials Group, Inc.
Staff: Michael Lee
The task force focuses on improving safety in highway construction zones by fostering collaboration between contractors and law enforcement agencies. The task force develops best practices, shares insights, and addresses issues related to traffic enforcement, speed control, and worker protection. The task force convenes as needed.

North Texas Tollway Authority (NTTA)
Chair: Mr. Mike Landen, Austin Bridge & Road
Staff: Connor VanSteenberg & Diana Alcantara
The task force meets with officials from the North Texas Tollway Authority to discuss shared concerns and challenges. At meetings, participants exchange ideas on topics of mutual interest, including technical specifications, payment methods, quality control, partnering, and related matters. The task force convenes as needed.

On-the-Job Training (OJT)*
Chair: Mr. Abel Luna, Zachry Construction Corporation
Staff: Thomas Bohuslav & Morgan Wray
The task force oversees the AGC On-the-Job Training Program to ensure compliance with industry and government standards. The task force meets with TxDOT, FHWA, and outreach leaders to maintain program consistency and provide contractor participants with effective trainee recruitment opportunities. The task force convenes as needed.

Performance Review

The task force meets with officials from the Texas Department of Transportation to discuss concerns and proposed changes to the contractor performance program. The task force convenes as needed.

Prebid Question & Answer
Chair: Mr. Randy Rogers, Williams Brothers Construction Co.
Staff: Thomas Bohuslav & Morgan Wray
This task force was established to assist TxDOT in refining responses to pre-bid questions and providing clear and specific guidance to support project proposals. Additionally, the task force helps the Department develop user-friendly and fully functional IT systems for both TxDOT staff and project bidders. The task force convenes as needed.

Roadway Materials Procurement*
Chair: Mr. David Johnson, Hunter Industries, Ltd.
Staff: Thomas Bohuslav & Morgan Wray
The task force is charged with monitoring and providing input on the Comptroller’s Request for Proposal process for road and highway building materials, including both asphaltic and non-asphaltic materials. The task force convenes as needed.

Spec, Engineer, Definition, Testing
Chair: Mr. Joe Wingerter, Kiewit Infrastructure South Co.

The task force works to identify, review, and address issues related to project specifications, engineer definitions, and material testing requirements that impact the heavy civil construction industry in Texas. The task force collaborates with TxDOT and industry stakeholders to promote clear, consistent, and practical standards that improve constructability, reduce disputes, and support efficient project delivery. The task force convenes as needed. 

UTILITY COST CAP
Chair: Mr. Ben Dees, Fluor Heavy Civil, LLC
Staff: Thomas Bohulsav & Morgan Wray
The task force was established to address issues related to utility cost caps and their impact on transportation and infrastructure projects. The task force convenes as needed.

Wage Rate
Chair: Mr. Harry Levy, The Levy Company, Inc.
Staff: Thomas Bohuslav & Morgan Wray
The task force was established to address issues related to the Department of Labor’s wage conformance process. Task force members collaborate with the Department, TxDOT officials, and chapter staff to improve the DOL’s methodology for reviewing and approving new classification and wage requests. The task force convenes as needed.
