DIVISIONS & COMMITTEES

Driving Excellence

At the heart of the Associated General Contractors of Texas are our dynamic divisions, committees and task forces, each dedicated to fostering collaboration, innovation, and excellence within specific sectors of the heavy highway construction industry.

Our divisions serve as specialized hubs for professionals in various construction sectors, including highway, heavy industrial, municipal utilities, and associate members. Through targeted programming, networking opportunities, and industry-specific resources, our divisions empower members to stay ahead of trends, address challenges, and capitalize on opportunities in their respective fields.

Complementing our divisions are our committees and task forces, which focus on key areas such as safety, workforce development, legislative advocacy, and diversity and inclusion. These committees bring together experts and thought leaders to drive impactful initiatives, develop best practices, and advocate for policies that benefit the entire industry.

Committees

AGC/Corp. of Engineers
Chair: Mr. Kevin Graf, Sundt Construction, Inc. 
Staff: Steven Albright & Mallory Wilcox
The committee will meet with the Southwest Division as well as the five districts responsible not only for construction but the issuance of permits for construction in Texas. At each meeting, ideas of mutual interest will be exchanged. These include technical specifications, payment methods, quality control, etc. Also, the Corps will have the opportunity to present their future work program to the chapter. The committee will meet as needed.

AGC/DPS Liaison*
Chair: Mr. Johnny Weisman, Hunter Industries, Ltd. 
Staff: Lee Taylor & Suzanne Cavazos
The committee's responsibilities are to impress upon the membership the importance of participating in the programs developed by the committee in joint meetings with the Department of Public Safety (DPS). The committee members should work closely with city, state, and federal law enforcement agencies in making them aware of problems with excessive speed in work zones, theft, and vandalism at the job sites. The committee will meet at least once a year to discuss the matters outlined above.

AGC/TxDOT Aviation*
Chair: Mr. Mike Brown, Texas Materials Group, Inc. 
Staff: Michael Lee & Mel Simons Connelly
The committee will meet with the TxDOT Aviation Division Director and staff. The committee will discuss and attempt resolution of items of mutual interest to TxDOT, FAA, and AGC. The committee will meet as called by the Chair.

AGC/TxDOT Joint
Chair: Mr. Seth Schulgen, Williams Brothers Construction Co., Inc.
Staff: Thomas Bohuslav & Mallory Wilcox
The committee will meet with the TxDOT Administration, District Engineers, Division Directors and staff to discuss and attempt resolution of items of mutual interest. The committee will meet four times a year.

Alternative Delivery
Chair: Mr. Ben Dees, Fluor Heavy Civil, LLC
Staff: Thomas Bohuslav & Mallory Wilcox
The committee will act as a liaison with the various Regional Mobility Authorities across the state and review the rules and regulations relating to comprehensive development agreements. The committee will meet with RMAs, TxDOT, and any additional entities that will have authority to use the Alternative Delivery design-build or any other non-traditional method. The committee will meet as called by the Chair.

Asphalt Paving
Chair: Mr. Jimmy Whited, Big Creek Construction, Ltd.

The committee will address asphaltic problems concerning specifications, construction methods, materials, and payment and to determine areas that asphaltic paving can be improved. The committee will coordinate efforts with other committees and the Board of Directors on environmental matters concerning asphaltic paving. The committee will meet as called by the Chair.

Central Texas Future Leadership Council*
Chair: Mr. Travis Henry, Central Texas Equipment
Staff: Tracey Mittnacht
The mission of the Future Leadership Council of the Associated General Contractors of Texas – Highway, Heavy, Utilities & Industrial Branch is to provide opportunities for the active involvement of the association’s future leaders within the membership in the Central Texas Area. The council will engage in efforts to support communities, publicly advocate and promote the highway, heavy, utility, and industrial construction industry in Texas, and educate and encourage future generations of chapter members to become active participants and leaders within the industry. The committee meets quarterly.

Concrete Paving*
Chair: Mr. Phillippe Falkner, Ed Bell Construction Co.
Staff: Doug Eichorst & Melanie Nickolyn
The committee will discuss and attempt to resolve concrete paving specifications and problems on the job and to assure that the specifications are kept abreast of modern technology. The committee will meet as called by the Chair.

Construction Manager General Contractor
Chair: Mr. Blake Goodrum
Staff: Thomas Bohuslav, Steven Albright & Tracey Mittnacht
The CMGC Committee focuses on promoting the Construction Manager/General Contractor delivery method to ensure successful project outcomes. By fostering collaboration among stakeholders, the committee works to enhance communication, streamline processes, and develop best practices. Through advocacy, education, and shared expertise, the CMGC Committee supports the delivery of high-quality, cost-effective infrastructure projects that meet the needs of Texas communities.

DBE/HUB/SBE*
Chair: Mr. Jeff Gibson, Gibson & Associates, Inc. 
Staff: Michael Lee & Tracey Mittnacht
The committee will design effective and fair relations concerning Disadvantaged Business Enterprise, Historically Underutilized Business, and Small Business Enterprise Programs. The committee meets on a quarterly schedule.

Design-Build Programmatic
Chair: Mr. Ben Dees, Fluor Heavy Civil, LLC
Staff: Thomas Bohuslav & Mallory Wilcox
This committee is responsible for overseeing the strategic development, implementation, and evaluation of design-build processes and practices. The committee collaborates with stakeholders to establish guidelines, ensure compliance with industry standards, and foster innovation in project delivery. Its work includes reviewing programmatic needs, facilitating cross-disciplinary collaboration, and identifying opportunities to optimize project outcomes through integrated design and construction approaches. The committee also monitors performance metrics to ensure alignment with organizational goals and to deliver projects that meet quality, budget, and timeline expectations.

DFW Area Industry Training*
Chair: Mr. Brian Lee, Jagoe-Public Company
Staff: Connor VanSteenberg & Diana Alcantara
The committee is to develop and implement educational programs and training for industry members and potential members in the Dallas/Fort Worth Areas. Assist companies with training opportunities to enhance their knowledge of the highway construction industry and to advance the skills necessary to compete.

DFW Future Leadership Council*
Chair: Mr. Ben Teconchuk, Jagoe-Public Company
Staff: Connor VanSteenberg & Diana Alcantara
The mission of the Future Leadership Council of the Associated General Contractors of Texas – Highway, Heavy, Utilities & Industrial Branch is to provide opportunities for the active involvement of the association’s future leaders within the membership in the Dallas/Fort Worth Areas. The council will engage in efforts to support communities, publicly advocate and promote the highway, heavy, utility, and industrial construction industry in Texas, and educate and encourage future generations of chapter members to become active participants and leaders within the industry. DOT’s Maintenance Division to discuss items of mutual interest to TXDOT and contractors performing maintenance work for the Department. The committee will meet as called by the Chair.

Environmental*
Chair: Mr. Kal Kincaid, Texas Materials Group, Inc.
Staff: Steven Albright & Mallory Wilcox
The Environmental Committee shall monitor and review all environmental Issues Including state and federal rules, regulations, and laws. The committee will also work to establish and maintain a working relationship with the Commissioners and staff of the Texas Commission on Environmental Quality. Environmental Issues Include but are not limited to those that Impact air, water, waste, or erosion control. The committee will meet as needed to discuss environmental issues of Importance to the chapter and/or Industry.

Highway Funding
Chair: Mr. Johnny Weisman, Hunter Industries, Ltd. 
Staff: Steven Albright & Tracey Mittnacht
This task force will monitor state and federal legislation that has an impact on highway funding; will initiate funding legislation that will increase both state and federal highway funds, and serve as an oversight committee to monitor expenditures made from the Infrastructure Education Fund. The task force will meet as called by the Chair.

Highway Specifications
Chair: Mr. Mark Miller, Big Creek Construction, Ltd. 
Staff: Thomas Bohuslav & Mallory Wilcox
The committee will review and offer constructive suggestions to TxDOT on proposed new specifications and proposed changes to existing specifications before implementation. The committee will meet on an "as needed" basis to review proposed specifications and/or changes. Request comments from various standing committees on specifications pertinent to their expertise. Act as a central coordinating committee to monitor responses from AGC to TxDOT on proposed specifications and changes.

Houston Future Leadership Council*
Chair: Mr. Mike Metz, MC2 Civil, LLC
Staff: Tracey Mittnacht & Connor VanSteenberg
The mission of the Future Leadership Council of the Associated General Contractors of Texas – Highway, Heavy, Utilities & Industrial Branch is to provide opportunities for the active involvement of the association’s future leaders within the membership in the Central Texas Area. The council will engage in efforts to support communities, publicly advocate and promote the highway, heavy, utility, and industrial construction industry in Texas, and educate and encourage future generations of chapter members to become active participants and leaders within the industry. The committee meets quarterly.

Legislative Drafting and Review*
Chair: Ms. Tracy Schieffer, A.L. Helmcamp, Inc.
Staff: Steven Albright & Tracey Mittnacht
The committee is responsible for drafting and reviewing legislation. The committee will meet at the discretion of the Chair during the Legislative Session. The committee will publish a report to the members about the legislative program during the Session.

Maintenance
Chair: Mr. Brad Starns, A.L. Helmcamp, Inc. 
Staff: Michael Lee & Mel Simons Connelly
The committee will meet with TxDOT’s Maintenance Division to discuss items of mutual interest to TXDOT and contractors performing maintenance work for the Department. The committee will meet as called by the Chair.

Membership Development and Retention*
Chair: Mr. Gary Corley, Kirby-Smith Machinery, Inc.
Staff: Lee Taylor & Sarah Silberstein
Review and recommend a membership development policy for Board approval. Provide the Association with guidance and goals to ensure the orderly growth of the chapter’s membership. To monitor the membership development activities of the chapter to ensure conformity with committee precepts, proper administration and effective execution of approved programs. Evaluate advertising and promotional methods and materials which would be of value to the chapter in membership development and make this information known to the Board. Inform the membership of services rendered by AGC and to educate members of how AGC could better serve the needs of all members in the construction industry. Report the progress of the chapter overall. The committee will meet at least six times a year to discuss the matters outlined above.

Pavement Marking*
Chair: Mr. Charles Brown, Jr., Interstate Barricades and Markings
Staff: Doug Eichorst & Melanie Nickolyn
The committee will address the needs and concerns of pavement marking contractors. This will include review of specifications, regulations, and types of materials being used for safety and for the traveling public. The committee will meet as called by the Chair.

Public Affairs*
Chair: Mr. Wade Miller, Big Creek Construction, Ltd.

The Public Affairs Committee is charged with reviewing and disseminating legislative and political information. The Public Affairs Committee shall schedule receptions, seminars, and meetings as necessary to maintain a full-fledged advocacy program for the chapter. Public Affairs notifications are emailed during the legislative session, and in the interim, as needed to inform the membership of legislative and political activities.

Safety and Health*
Chair: Mr. Damian Alvarez, Jordan Foster Construction, LLC
Staff: Connor VanSteenberg & Sarah Silberstein
The Safety and Health Committee is tasked with ensuring the well-being and protection of workers within this dynamic and high-risk sector. The primary purpose of this committee revolves around fostering a culture of safety, minimizing workplace hazards, and mitigating risks inherent to construction and highway projects. The committee works to identify potential hazards and develop and implement robust safety protocols, guidelines, and training programs tailored to the industry’s unique challenges. By promoting open communication and collaboration, the committee facilitates the exchange of best practices and serves as a proactive entity dedicated to safeguarding the lives and well-being of workers while striving for continual improvement in safety practices across all facets of the construction and highway infrastructure landscape.

Scholarship*
Chair: Mr. Will Calame, The Levy Company, Inc. 
Staff: Tracey Mittnacht & Morgan Wray
Oversee and administer the chapter's scholarship program and fund. The committee will oversee reviewing all applications for the chapter scholarship program and will choose recipients for the funds each year. The committee will meet as needed.

Seal Coat*
Chair: Mr. Chad Clark, Clark Construction of Texas, Inc. 
Staff: Michael Lee & Mel Simons Connelly
The committee meets with the TxDOT to discuss Seal Coat items dealing with maintenance and construction of highways. The committee will meet as called by the Chair.

Signing and Illumination*
Chair: Mr. Robert Bacon, Mica Corporation
Staff: Doug Eichorst & Melanie Nickolyn
Specialty contractors comprise this committee, which meets with representatives of TxDOT's Design and Materials and Test Division. These forums give contractors an opportunity to provide suggestions for the Specifications Book. In addition, sessions with TxDOT allow the Division to learn about the variety of standards used by different districts. Although, to contractors, improvements and changes that would save the state and the taxpayer often seem slow in coming, there is some tangible evidence that contractor complaints have resulted in positive changes. The committee will meet at least once a year for the purpose of discussing the matters above.

Strategic Planning
Chair: Mr. Bob Lanham, Williams Brothers Construction Company, Inc.
Staff: Jennifer Woodard & Tracey Mittnacht
The Strategic Planning Committee at the Associated General Contractors of Texas is dedicated to charting a course for the future of the heavy highway construction industry in our state. Comprised of visionary leaders and industry experts, this committee drives forward-looking initiatives, identifies emerging trends, and develops innovative strategies to ensure the continued success and growth of our members and the industry as a whole. 

Structures*
Chair: Mr. Greg Garrison, Harper Brothers Construction, LLC

The committee will closely examine industry practices concerning design, construction methods, and payment for structures. "Structures" include pipe culverts, box culverts, headwalls, retaining walls, rip-rap, bridges, piling, docks, etc. The committee will meet as called by the Chair.

Traffic Control*
Chair: Mr. Randy Lloyd, Contractors Service, Ltd.
Staff: Doug Eichorst & Melanie Nickolyn
The committee will address the needs and concerns of traffic control contractors. This will include review of specifications, regulations, and types of materials being used for safety and for the traveling public. The committee will meet as called by the Chair.

Workforce Development*

Established by the AGC of Texas President to develop and identify workforce development programs. The committee will meet as called by the Chair.

AASHTOWare 
Chair: Mr. Harry Levy, IV, The Levy Company, Inc.

This joint task forces provides input to TxDOT as they replace LCPTracker's electronic payroll system with AASHTOWare CRL. 

AGC/City of Austin
Chair: Mr. Scott Budd, Capital Excavation Company
Staff: Thomas Bohuslav & Suzanne Cavazos
Discuss the City of Austin program and address procurement and contract requirements. Meetings will be held upon the call of the Chair.

AGC/CTRMA
Chair: Mr. Scott Budd, Capital Excavation Company

Discuss the CTRMA program and address procurement and contract requirements. Meetings will be held upon the call of the Chair.

AGC/DFW Airport
Chair: Mr. Bill Heathcott, Austin Bridge & Road

Discuss the DFW Airport program and address procurement and contract requirements. Meetings will be held upon the call of the Chair.

AGC/Travis County
Chair: Mr. Scott Budd, Capital Excavation Company

Discuss the Travis County program and address procurement and contract requirements. Meetings will be held upon the call of the Chair.

AGC/TxDOT 3D*
Chair: Mr. Randall Moore, Anderson Columbia Co., Inc.

This task force was created to assist with the implementation of 3D technology for plans and construction. The task force will meet as called by the Chair.

AGC/TxDOT Railroad
Chair: Mr. Randy Rogers, Williams Brothers Construction Co.
Staff: Thomas Bohuslav & Mallory Wilcox
This task force was formed out of the AGC/TxDOT Joint Committee to identify and develop contract reference documents needed prior to bidding to bring specific construction phase railroad requirements to the attention of bidders to allow for pricing prior to bid.

Build America, Buy America*
Chair: Mr. Seth Schulgen, Williams Brothers Construction Company, Inc. 
Staff: Thomas Bohuslav, Doug Eichorst & Mallory Wilcox
This task force works to address the implementation needs for new Build America, Buy America requirements for construction materials and manufactured products. The task force also identifies manufactured products that have no domestic sources, and therefore will need waivers.

Carbon Reduction Strategies
Chair: Mr. Clint Henson, Jordan Foster Construction, LLC
Staff: Connor VanSteenberg & Diana Alcantara
The Carbon Reduction Strategies Task Force will monitor and review all carbon reduction issues including local, state, and federal rules, regulations, and laws. The task force will work in conjunction with governing agencies to develop solutions to existing areas of concern as well as educate key stakeholders and members of the public of existing carbon reduction policies and practices. Further the task force will work to catalog and educate stakeholders on all recycle and reuse efforts of the contracting community. The task force will meet as need to discuss carbon reduction issues of importance to the chapter and industry.​

Design Build Quality Assurance

Electronic Bidding System

Chair: Mr. Johnny Weisman, Hunter Industries, Ltd.

This task force works with TxDOT reviewing and addressing changes in an upcoming update to iCX.

North Texas Tollway Authority
Chair: Mr. Mike Landen, Austin Bridge & Road
Staff: Connor VanSteenberg & Diana Alcantara
The task force will meet with officials from the North Texas Tollway Authority to discuss mutual concerns and problems. Each meeting, ideas of mutual interest will be exchanged. These include technical specifications, payment methods, quality control, partnering, etc. The task force will meet as called by the Chair. 

On-the-Job Training*
Chair: Mr. Abel Luna, Zachry Construction Corporation
Staff: Thomas Bohuslav & Mallory Wilcox
The OJT task force maintains the AGC On-the-Job Training Program to ensure that it conforms to current industryand government standards. The task force will meet with TxDOT, FHWA, and minority outreach leaders as needed toensure consistency and to provide contractor participants with trainee recruitment venues. The chair will periodicallyreport to the Board of Directors. The task force will meet as called by the Chair.

Performance Review
Chair: Ms. Tracy Schieffer, A.L. Helmcamp, Inc.
Staff: Thomas Bohuslav & Mallory Wilcox
The task force will meet with officials from the Texas Department of Transportation to discuss concerns and changes to the contractor performance program. The task force will meet as called by the Chair.

Prebid Question and Answer
Chair: Mr. Randy Rogers, Williams Brothers Construction Co.
Staff: Thomas Bohuslav & Mallory Wilcox
This task force was formed out of the AGC/TxDOT Joint Committee. Its purpose is to assist TxDOT in refininganswers to prebid questions for specific answers that bring clarity to project plans for proposals and assist theDepartment in developing user-friendly and fully functional IT systems for the Department and bidders.

Price Adjustment Clause
Chair: Mr. Trey Pebley, Foremost Paving, Inc. 
Staff: Thomas Bohuslav & Mallory Wilcox
This task force works with TxDOT on possible price adjustment clauses for design-build price adjustment clauses. 

Roadway Materials Procurement*
Chair: Mr. David Johnson, Hunter Industries, Ltd.
Staff: Thomas Bohuslav & Mallory Wilcox
The charge of the Roadway Materials Procurement Task Force is to monitor and provide input to theComptroller’sRequest for Proposal process for Road and Highway Buildings Materials, Asphaltic and Non-Asphaltic.The task force will meet as called by the Chair.

Wage Rate
Chair: Mr. Harry Levy, The Levy Company, Inc.
Staff: Thomas Bohuslav & Mallory Wilcox
The Wage Rate Task Force was created under the direction of the Joint Committee to address issues regarding the Department of labor's wage conformance process. Members of the task force work with the Department of Labor, TxDOT officials, and Chapter staff to improve the DOL's methodology when approving new classification and wage requests. Members are also tasked with creating documents to aid in this change. The task force will meet as called by the Chair.
