AGC CONSULTING ENGINEERS COUNCIL OF TEXAS
Function ~ To provide liaison with the Texas Consulting Engineers Council and to provide a forum for the exchange of information on matters of mutual concern. To act on matters of direct interest to consulting engineers and contractors as they relate to their participation in the construction process. To review documents and standard forms prepared by AGC or engineers for use by both organizations. To develop documents, which are clear, fair, and equitable to all parties involved.
Activities ~ The committee will meet at least once a year for the purpose of discussing the matters outlined above.

AGC CORPS OF ENGINEERS
Function ~ To meet with the Southwest Division as well as five (5) districts responsible not only for construction, but the issuance of permits for construction in Texas. At each meeting, ideas of mutual interest will be exchanged. These include technical specifications, payment methods, quality control, etc. Also, the Corps will have the opportunity to present their future work program to the chapter.
Activities ~ The committee will meet as needed.

AGC/DPS LIAISON
Function ~ The committee's responsibilities are of prime importance. It must (1) impress upon the membership the importance of participating in the chapter sponsored program; (2) constantly keep the problem in the forefront to convince the membership that the problem is real and that as an association we can make a difference. The committee members should work closely with law enforcement agencies in their community in making them aware of problems of theft and vandalism at the job-site. Concerted effort to achieve 100% participation in the Crime Prevention Program.
Activities ~ The committee will meet at least once a year for the purpose of discussing the matters outlined above.

AGC/STATE COMPTROLLER
Function ~ To identify the issues with the State Comptroller's office affecting this industry and to resolve as many of these issues as possible. To monitor developments in construction by government forces at the city, county, and state level and maintain contact with members regarding construction by government forces. To develop strong competitive bidding policies and work for a uniform cost accounting requirement by government forces.
Activities ~ The committee will meet as needed.

AGC/TEXAS PARKS & WILDLIFE
Function ~ To discuss and take action as necessary on issues that may involve the Texas Parks & Wildlife Department, the Texas Parks & Wildlife Foundation, and the Texas Game Warden Association.
Activities ~ The committee will meet as needed to discuss issues that may involve the Texas Parks & Wildlife Department. The committee will also serve as an advisory committee to the Natural Resource Coordinating Committee.

AGC/TXDOT AVIATION
Function ~ The committee will meet with TxDOT Aviation Department heads and staff. The committee will discuss and attempt resolution of items of mutual interest to TxDOT, FAA, and AGC.
Activities ~ The committee will meet as needed.

AGC/TXDOT JOINT
Function ~ The Joint AGC/TxDOT Committee is charged with meeting with Division heads from the Texas Department of Transportation. The committee will discuss and attempt resolution of items of mutual interest to TxDOT and AGC.
Activities ~ The committee should meet four times a year.

ASPHALT PAVING
Function ~ To address asphaltic problems concerning specifications, construction methods, materials, and payment and to determine areas that asphaltic paving can be improved. The committee will coordinate efforts with other committees and the Board of Directors on environmental matters concerning asphaltic paving.
Activities ~ The committee will meet as needed.

BORING TUNNELING & TRENCHLESS TECHNOLOGY
Function ~ To provide members with up-to-date information on developments in road boring, tunneling, and trenchless technology including equipment, techniques, safety, regulations, and specifications. To provide liaison with members of the North American Society for Trenchless Technology (NASTT), the International Society for Trenchless Technology, and other organizations involved in road boring, tunneling, and trenchless technology. To provide promotion and development of trenchless technology methods within the construction industry for contractors, engineers, and owners.
Activities ~ The committee will meet as needed to address boring tunneling and trenchless technology issues.

COMPUTER
Function ~ Advise the Board of Directors on all aspects involved with AGC and its use of computers and software, either within AGC's offices or its membership.
Activities ~ Communications with TxDOT on suggestions of how and what information they could provide to the industry in an electronic format. Will review existing hardware and software used by the association in Austin and regional offices. The committee will meet as needed.

CONCRETE PAVING
Function ~ To discuss and attempt to resolve concrete paving specifications and problems on the job. Also, to assure that specifications are kept abreast of modern technology.
Activities ~ Committee should meet at least twice a year. The first meeting will be to accumulate agenda items to present to TxDOT and to any other agencies when necessary. Other meetings will be scheduled with these agencies.

EMPLOYEE RELATIONS
Function ~ The committee is to investigate, research, develop, implement, and monitor policies and procedures related to manpower development and employee relations in the construction industry. The committee will concentrate on the importance of securing and maintaining a skilled and trained workforce and all related rules and regulations that govern their activity.
Activities ~ A.) Act as an educational liaison between AGC members and federal, state, and local educational agencies. B.) To inform the membership on union activities. C.) To keep the membership abreast of all federal, state, and local hiring and firing practices. D.) To coordinate and administer educational seminars for other AGC committees and the membership. E.) To promote proper employment procedures; for example, ADA, Affirmative Action, EEO, etc. F.) To insure proper job classifications are utilized. G.) To strive for the enhancement of career development in the construction industry.

ENVIRONMENTAL
Function ~ To discuss, monitor and review all environmental issues including state and federal rules, regulations and laws. The committee will also work to establish and maintain a working relationship with the Commissioners and staff of the Texas Commission on Environmental Quality. Environmental issues include, but are not limited to, those that impact the air, water, waste and erosion control.
Activities ~ The committee will meet as needed to discuss environmental issues of importance to the chapter and/or industry.

INDUSTRY TRAINING
Function ~ To develop and implement a customized training program for the engineering construction industry of Texas.
Activities ~ To investigate and if appropriate utilize any outstanding funding source that may be available for a customized training program. To establish curriculum for a customized training program either by developing new curriculum or modifying existing curriculum. To promote the customized training program to the membership and assist with its implementation.

INSURANCE & SURETY
Function ~ To research and study various employer insurance and workers' compensation insurance options available to control costs, to consider possibility of structuring general liability insurance to reduce litigation, and to study tort reform in general. The committee will monitor Texas Department of Insurance and Texas Workers' Compensation Commission policies.
Activities ~ The committee will meet as needed to address employer insurance and workers' compensation issues with the Texas Department of Insurance and Texas Workers' Compensation Commission.

LEADERSHIP DEVELOPMENT
Function ~ To encourage and assist members to become more educated and involved in chapter business and activities.
Activities ~ The committee will meet to discuss topics that impact the industry and membership; promote active participation in area and chapter functions.

LEGISLATIVE DRAFTING & REVIEW
Function ~ The committee is responsible for drafting and reviewing legislation.
Activities ~ The committee will meet at the discretion of the chairman during the interim and as needed during the Legislative Session. The committee will publish a report to the membership on the chapter's legislative program during the Session.

MEMBERSHIP DEVELOPMENT & RETENTION
Function ~ To review and recommend the membership development policy for the Board of Director’s approval. To provide the Association with guidance and goals to ensure the orderly growth of chapter membership. To monitor the membership development activities of the chapter to ensure conformity with committee precepts, proper administration and effective execution of approved programs. To evaluate advertising and promotional methods and materials which would be of value to the chapter in membership development and make this information known to the Board. To monitor the membership of services rendered by AGC and tell the membership of how AGC could better serve the needs of the members and the construction industry. To report the progress of the chapter overall.
Activities ~ The committee will meet as needed for the purpose of discussing the matters outlined above.

MICRO-SURFACING
Function ~ To address and review micro-surfacing industry problems concerning specifications, construction methods, materials, and payment and to determine areas that micro-surfacing can be improved. The committee will stay abreast of the changes and advance in the micro-surfacing industry.
Activities ~ The committee will meet at the discretion of the chairman.

PUBLIC AFFAIRS
Function ~ The Public Affairs Committee is charged with reviewing and disseminating legislative and political information.
Activities ~ The Public Affairs Committee shall schedule receptions, seminars, and meetings as necessary to maintain a full-fledged Public Affairs program for the chapter. Public Affairs bulletins shall be mailed during the legislative session and interim, as needed to inform membership of legislative and political activities.

SAFETY & HEALTH
Function ~ To develop positive attitudes toward safety and health by providing safety and health programs through training seminars. Explore new trends in safety and health while reviewing compliance of new regulations and legislation. Provide quality safety management tools be made available to the AGC membership. Through networking and interaction of the committee, all members share in new and innovative ways to meet employee safety and health needs.
Activities ~ The committee will meet as needed.

SCHOLARSHIP
Function ~ To oversee and administer the chapter’s scholarship program and funds.
Activities ~ The committee will be in charge of reviewing all applications for the chapter scholarship program and will choose recipients for the finds each year.

SEAL COAT
Function ~ To address Seal Coat problems concerning specifications, construction methods, materials, and payment. The committee will investigate any trend to use other methods for maintenance over seal coating.
Activities ~ The committee will meet as needed.

SIGNING & ILLUMINATION
Function ~ Specialty contractors comprise this committee which meets with representatives of TxDOT's Design and Materials Division. These forums give contractors an opportunity to provide suggestions for the Specifications Book. In addition, sessions with TxDOT allow the headquarters to learn about the variety of standards used by different districts. Although, to contractors, improvements and changes that would save the state and the taxpayer often seem slow in coming, there is some tangible evidence that contractor complaints have resulted in positive changes.
Activities ~ The committee will meet at least once a year for the purpose of discussing the matters outlined above.

STRUCTURES
Function ~ To closely examine industry practices concerning design, construction methods and payment for structures. "Structures" include pipe culverts, box culverts, headwalls, retaining walls, rip-rap, bridges, piling, docks, etc.
Activities ~ The committee should meet at least twice a year. The first meeting will be an exchange of problems involved in structure construction and the solution of these problems. Subsequent meetings will be scheduled with TxDOT and other agencies.

TRADE SHOW
Function ~ The committee organizes and produces the Annual AGC Trade and Equipment Show. Responsibilities include: date selection, facility arrangements, contracting for all services, establishing all rules and regulations, securing exhibitors, soliciting donations and prizes, staffing the show, and promoting attendance. The committee also solicits donations for, and conducts, live and silent auctions during the Trade Show to benefit the AGC Scholarship Fund.
Activities ~ The committee shall meet on a regular basis to prepare for the Annual Trade and Equipment Show. It will coordinate with other groups to promote activities to be held in conjunction with the show.

TRAFFIC CONTROL & PAVEMENT MARKING
Function ~ The committee will address the needs and concerns of traffic control and pavement marking contractors. This will include review of specifications, regulations, type of materials being used for safety and for the traveling public. The committee will meet at the discretion of the chairman.
Activities ~ The committee will at least meet four times a year for the purpose of discussing the matters outlined above.

WATER/WASTEWATER
Function ~ The committee will address water/wastewater issues and waste management issues.
Activities ~ The committee will promote market development for construction for the waste management industry. The committee will meet with various federal, state, and municipal agencies to promote construction in water related issues. The committee will serve as a chapter liaison to the entities that construct water/wastewater treatment facilities.
